Genesis of the ProjectIn 2011, with the support of its supervisory ministry (MTTI, Ministry of Telecommunications and Information Technology), the National Institute of Meteorology and Geophysics of Angola (INAMET) published a 7-year Strategic Plan of Development ("Plano de Desenvolvimento Estrategico"- PDE). It was approved by the Council of Ministers during summer 2013. This same summer, Météo France International (MFI) and INAMET signed a Memorandum of Understanding laying the foundations for a global modernization project that would allow INAMET to meet the objectives mentioned in the PDE.
The contract sealing the collaboration between INAMET and MFI was signed in July 2017 and validated by presidential decree in April 2018. The contract includes 2 phases. The launch of the second phase depends on the preliminary results and success of a first phase which comprises many pilot activities. The first phase of the project started on November 22, 2018 and is expected to last 3 years, followed by a 1-year guarantee & support period.
Objectives of the ProjectIn compliance with the Strategic Development Plan (SDP) 2012-2018, the main objective of the project is to turn INAMET into a reference public actor in the field of weather and climate, on the national and the international scene. The PMI Project will bring numerous improvements to INAMET itself, and by extension to Angola and its people. |

Content of the ProjectThe project has been designed in such a way that it relies on proven and WMO-compliant components. It is meant to allow INAMET implementing the complete Meteorological Value Chain from basic infrastructures to service delivery to targeted end-users. The objective is to ensure maximum sustainability and maximize benefit for INAMET but also for Angola. The project is split into 36 sub-projects pooled in five work package:
